Federal supply contracts require attention to solicitation instructions, representations, delivery terms, product origin, and applicable clauses. LRC reviews these requirements on a procurement-by-procurement basis.

Contract-specific requirements control: No single compliance checklist applies to every federal order. The solicitation, awarded contract, product category, agency rules, and incorporated clauses determine what a supplier must provide.

Key federal procurement concepts

FAR — Federal Acquisition Regulation

The primary government-wide acquisition regulation. FAR provisions and clauses establish requirements for solicitation responses, contract administration, delivery, and other matters.

DFARS — Defense FAR Supplement

Additional acquisition regulations for Department of Defense contracts, when applicable.

SAM.gov & UEI

SAM.gov supports federal entity registration and award-related records. A Unique Entity ID (UEI) identifies an entity; registration and eligibility must be current when required.

NAICS & PSC

NAICS codes classify industries; Product Service Codes (PSCs) describe the supplies or services acquired. Neither code alone guarantees eligibility or an award.

Buy American / Trade Agreements

Domestic-preference and trade-agreement requirements vary by contract, product, thresholds, and clauses. Country-of-origin analysis must follow the applicable rule.

Flow-down clauses

Prime contractors may be required to include specified federal terms in subcontracts and supplier agreements. Applicable obligations should be identified before acceptance.

Traceability & documentation

Depending on the contract, buyers may request manufacturer identity, product specifications, origin documentation, lot or serial records, and delivery evidence.

Inspection, acceptance & invoicing

Contracts may prescribe packaging, marking, delivery location, inspection, acceptance, invoicing, and corrective-action procedures.
